Seems more likely to happen if the computer goes into sleep mode while a USB CD/DVD drive is connected. It only seems to happen to me with USB connected CD/DVD drives. And happens more often with Windows 10 than it did with previous versions of Windows. This error happens to me more often than I would like. Rebooting will clear the device driver from memory and the device can finally load properly again. If that happens the only fix is to reboot the computer. If you dig down to the affected device in Device Manager you'll likely see an error code 38 "Windows cannot load the device driver for this hardware because a previous instance of the device driver is still in memory.
